The University of Tokyo Rules on the Use of ECCS

Procedures


Article 1    Purpose
The purpose of these rules is to determine the necessary matters regarding the use of the Educational Campus-wide Computing System operated and managed by the University of Tokyo's Information Technology Center (hereinafter called "the Center").


Article 2    Eligibility
Anyone who meets the following criteria is eligible to use the Educational Campus-wide Computing System (hereinafter called "the User"):
(1) A full-time academic or administrative staff of the University of Tokyo
(2) A student enrolled in the Faculty or Graduate School of the University of Tokyo
(3) A part-time instructor with teaching responsibilities in the Faculty or Graduate School of the University
(4) In addition to those previously mentioned, anyone authorized by the Director of the Center


Article 3    Application for use
Anyone wishing to apply for permission to use the Educational Campus-wide Computing System should submit the separately provided application form to the Director of the University of Tokyo's Information Technology Center (hereinafter called "the Director") and receive approval.


Article 4    Acceptance for use
The Director will accept the application of the previous clause once it has been deemed appropriate.


Article 5    Period of use
The period of use of the Educational Campus-wide Computing System shall be from April 1 to March 31 of the following year.


Article 6    Scope of use
The scope of use of the Educational Campus-wide Computing System is as follows:
(1) Use in lectures which use the information system.
(2) For use with basic applications for education and research activities within the University.
(3) For use to distribute, acquire and exchange of information relating to education and research within the University.
2. The User shall not exceed the capabilities of the Educational Campus-wide Computing System and act in a manner that interferes with the use of the system by other users, even if it is within the scope of the objectives stipulated in the above items.

Article 7    Maintaining the rights of use
The User shall not loan or transfer the right to use the Educational Campus-wide Computing System (hereinafter called "account") to a third party.
2. The User must manage their account properly to prevent it from being stolen.
3. Except in cases where the Director deems it necessary, the User may not have more than one account.


Article 8    Usage of premises and equipment, etc
The User may use the premises, equipment, or goods managed by the Center within the scope of the objectives for use, except where otherwise provided.


Article 9    Notification of changes
The User must notify the Director promptly when any change occurs in any items given in the agreement of use.


Article 10    Cancelation of agreement of use
The Director may cancel the agreement of use with the User or terminate the User's right of use if the User does not follow the rules set out by the Center or if the User uses the Educational Campus-wide Computing System for purposes other than that agreed.


Article 11    Using computer systems or networks other than the Educational Campus-wide Computing System
When other computer systems or networks are accessed through the Educational Campus-wide Computing System, the User must observe all the regulations stipulated by the administrators of the said computer systems or networks.


Article 12    Costs
The burden of the costs relating to the use of the Educational Campus-wide Computing System is laid out separately.


Article 13    Miscellaneous rules
If it should become necessary to provide for matters that are not covered by these regulations, the Director shall decide upon such matters after discussion with the Center Steering Committee.


Supplementary Provisions
1. These Rules shall come into force on August 6, 1999 and shall be applicable from April 1, 1999.
2. The University of Tokyo Rules on the use of the Educational Comupter Center (Established on June 27, 1985) shall be abolished.
3. All those whose applications were accepted in AY 1999 based on the University of Tokyo Rules on the use of the Educational Computer Center (Established on June 27, 1985) shall be read as having been approved based on these rules.


Supplementary Provisions
These Rules shall come into force on December 24, 2004 and shall be applicable from April 1, 2004.
