"This card cannot be used" message will appear when you try to use an e-money card (Suica, Pasmo,etc.) for payment of printing charges. This will happen in the following cases, so make sure to check the status of the card at the ticket counter where you purchased the card.
In addition, some Suica that was released in the early stages can be used as a transpiration card, but cannot used as e-money. Cards that do not have the "suica" logo shown on the following website cannot be used.
